The Sanma Festival is held annually the first weekend of September in Meguro, near where I live. At this festival, about 5000 sanma (or saury fish) donated from Iwate Prefecture are grilled and given away (along with the requisite daikan or radish) to the throngs of people who line up all day for them under the hot sun. It's a symbol of the end of summer and beginning of autumn, as eating sanma in Japan is most popular in autumn. Apparently this is the time of year when the sanma are the fattest and taste the best.
Here is the story of sanma in Meguro.
