In the United States, illegally parked cars are towed away. In Japan, illegally parked bicycles are loaded on a flatbed and held hostage until their owners pay a 3000 or so yen fee to get them back. Here are the "bike police" on the scene, hauling away bicycles in Shibuya, Tokyo.
